The bots can't join because the game is wanting to have balanced teams, but the bots are programmed to join blue, so this just allows for the large amounts of bots to be against. I was having the same problem, you just have to put mp_teams_unbalance_limit 0 in console. Sometimes it works but it only spawns 2 bots and the rest stay in the spectator mode. Hope I helped ya! I've tried this recently but it doens't work. That command up there must be typed in the console to make the bots spawn.
Syntax tf_bot_add Parameters Specifies the number of bots to spawn. They will also be assigned random names from a default set.
